The decision was already made. The conversation still has room to run, but internally the position is fixed and clear. We often reach conclusions long before we say anything out loud, the mind settles while the surface stays neutral. What gets released outward is deliberate, rationed. Not everything needs to be said at once, so it stays held while the surrounding noise plays out and other positions declare themselves. Sometimes a facial expression is the only thing that gives it away. A small, controlled indication that the conclusion was formed long before the room finished speaking.
